中国西北某个小山村里，村妇秋菊（巩俐）的丈夫王庆来（刘佩琦）在与村长争执时被对方踢伤下体无法再干农活，只能整日躺在床上，对此村长没表一态。秋菊气不过，找村长理论不得对方理会，为讨一口气，她一纸诉状将村长告到了乡政府。乡政府李公安耐心调解一番后，村长答应赔偿秋菊家的经济损失，却是把钞票直接扔在地上拒不道歉。 村长的举动虽蛮横无理，众人还是觉得事情可以就此划上句号，唯独秋菊被激怒，立誓要讨个说法，于是她挺着个大肚子和妹妹来到县城，开始了漫漫告状路。。With her widower father currently living it up in Paris with a young, new girlfriend, Lilian (Van Patten) has been placed into the care of family friends over in Brooklyn, New York.
