特别篇动画《秦时明月之罗生堂下》是独立于动画《秦时明月》正传剧情之外的短篇番外故事。该动画讲述少司命年纪轻轻就从阴阳家弟子成为了阴阳家五大长老之一的经历。。1961年，我国国民经济正处于严重困难时期，中共中央起草了《人民公社工作条例（草案）》（简称《60条》）。4月1日，国家主席刘少奇回故乡湖南，考察农村工作。当他看见一双双饥饿的眼睛和一张张狼吞虎咽的嘴时，对《60条》是否符合农村实情产生了疑问。他召开干部座谈会听取意见，与会者却闪烁其辞。刘少奇于是到群众中去，与老百姓直接交流，了解到了人们对公共食堂的反感。他把得到的情况写信向毛主席汇报。。During the pandemic, the present camp owner is forced to entertain the new buyer then learns of his evil intentions towards the land.
