80年代，健民制药厂厂长魏健民，在“利民霉素”投产与“三废”的处理之间顾此失彼，因而妨碍了郊区的农业生产，干扰了植物研究所的科研工作，影响了附近居民的身体健康。某报社记者高立言赞扬“利民霉素”的报道刚发表，就收到许多群众来信。高立言再次深入调查，又发表了批评药厂的文章。于是，围绕着药厂产生了一系列矛盾冲突。最后，魏厂长认识到“三废”的危害，决心治理，在搞生产的同时，积极注意做好环境保护工作。。Everyone has an opinion on bad cars... now it's time to hear the ones that really count--ours...
